Miranda it definitely seems like you'd be right but you're not!!! Imagining narratives for instrumental music goes way back. They were fighting about it by like 1805. Berlioz wrote Symphonie Fantastique in 1830, which has an explicit narrative "program" audiences were supposed to read before hearing it, and people fought about THAT too.
