            <title>Save 39th Ave</title>
            <description><![CDATA[The <a href="http://www.save39th.com/">Save 39th</a> campaign is doing it right. An often updated blog with a clear representation of who is behind it and why. Especially compared to the <a href="http://www.cesarechavezboulevard.com/">Cesar E. Chavez Boulevard Committee</a> which has an outdated site (many sections still focus on the failed attempt to change Interstate Ave and list Tom Potter as the Mayor) and no mention of who they are.
<br><br>
Renaming streets seems like a poor way to honor people. Why not name something new? Like a school or a bridge or a new road? Or gather some real funds and support and make a statue or create a new park? I guess cause those things are harder to do...

            <title>Urban Honking says YES to Fireworks!</title>
            <description><![CDATA[A press release from Oregon State Representative Chip Shields boasts that he has introduced House Bill 2539 which will prohibit the use of fireworks in the City of Portland except between June 30th and July 5th. 

<blockquote>"When people set off fireworks outside of the holiday period it stops being a celebration and starts becoming a public nuisance," said Rep. Shields. "Fireworks can scare pets, damage property and waste police time when they are mistaken for gunfire."</blockquote>

Urban Honking is not pleased. 

First off, if fireworks are a problem in the city of Portland then let Portland's city government handle that. If fireworks are a state problem, then by all means, Chip Shields and his anti-fun brigade should wipe out the glory of fireworks across our majestic and free-loving state.

Secondly, what the fuck? Fireworks are as American as apple pie and hating to pay taxes. We set them off at sporting events and use them as a means to celebrate. They are not, and have never been, intended solely for use around Independence day.

<blockquote>America's earliest settlers brought their enthusiasm for fireworks to the United States. Fireworks and black ash were used to celebrate important events long before the American Revolutionary War. The very first celebration of Independence Day was in 1777, six years before Americans knew whether the new nation would survive the war; fireworks were a part of all festivities. In 1789, George Washington's inauguration was also accompanied by a fireworks display. This early fascination with their noise and color continues today.</blockquote>

Thirdly, a quick review of the calendar reveals many holidays that would be boring and dull without fireworks:

Feb 8 - The anniversary of Portland's incorporation
Feb 16 - President's Day
May 5 - Cinco de Mayo
May 25 - Memorial Day
Jun 14 - Flag Day
Oct 31 - Halloween
Nov 11 - Veteran's Day
Dec 25 - Christmas

This of course does not include many ethnic holidays or smaller celebrations like birthdays and anniversaries that are greatly enhanced with a magical show of light and fire!

Fireworks are not just for the Fourth. Urban Honking demands universal access to fireworks throughout the year in order to celebrate whatever we choose.

            <title>Civic Enforcement</title>
            <description><![CDATA[The agencies that enforce our laws and regulations can't be everywhere. As citizens we have a duty to be the eyes and ears of our society, and most agencies have a form where you can register a complaint:

It's very easy to mock those that help enforce the rules (calling them "tattle tales" or bringing up McCarthyism), but most of the violations we are likely to see are small things like a <a href="http://www.deq.state.or.us/aq/vip/smoking.htm">car with a lot of smoke</a> or <a href="http://blog.oregonlive.com/breakingnews/2007/11/grocers_cities_get_tough_on_ab.html">shopping carts</a> abandoned on the side of the road, or <a href="http://www.portlandonline.com/transportation/index.cfm?c=47253">potholes</a>. 

These are not super high priorities that justify an enforcement agency, and are dealt with by fining those responsible for the infraction. Reporting these small infractions is like picking up litter. No one instance is going to change the world, but you can use these systems to improve your own surroundings. ]]></description>

            <title>Yet More Evidence Of Election Fraud, But This Time Uncovered By Former McCain Advisor</title>
            <description><![CDATA[<i><b>Update:</b> <a href=http://dispatch.com/live/content/local_news/stories/2008/08/21/voting_machines.html>Diebold still can't count votes accurately in Ohio</a>, and they won't be fixed before the 2008 election.</i>

<blockquote>A leading cyber-security expert and former adviser to Sen. John McCain (R-AZ) says he has <a href="http://rawstory.com/news/2008/Cybersecurity_expert_raises_allegations_of_2004_0717.html">fresh evidence regarding election fraud on Diebold electronic voting machines during the 2002 Georgia gubernatorial and senatorial elections</a>. At a little noticed press conference in Columbus, Ohio Thursday, he discussed his investigation of a computer patch that was applied to Diebold Election Systems voting machines in Georgia right before that state's November 2002 election.


In 1995, Spoonamore received a civilian citation for his work with the Department of Defense. He was again recognized for his contributions in 2004 by the Department of Homeland Security. Spoonamore is also a registered Republican and until recently was advising the McCain campaign.</blockquote>

This guy bascially just threw his career away for <a href="http://rawstory.com/news/2008/Cybersecurity_expert_raises_allegations_of_2004_0717.html">this</a>, so I'm tending to give him a little benefit of the doubt. Until we pass some common-sense legislation to mandate verifiable paper trails and end <a href="http://blackboxvoting.org">black box voting</a>, I'm not willing to let this <a href="http://20-248-c.onlinestoragesolution.com/neversurrender/EVIDENCE.htm">tinfoil hat stuff</a> slide.

Diebold makes ATMs, why can't they can make a voting machine as reliable as the self-checkout at my grocery store?]]></description>

            <title>Everything You&apos;ve Been Told About American Conservatism Is Bullshit</title>
            <description><![CDATA[A quote from a news article I read recently about <a href="http://www.nytimes.com/2008/07/20/business/20debt.html">America's addiction to consumer debt</a> stuck with me.

<blockquote>"The Federal Reserve Board ... recently put into effect rules barring a lender from making a loan without regard to the borrower's ability to repay it."</blockquote>

Think about that for a minute. Doesn't that one little fact knock out a core tenant of Norquistian Conservatism? Specifically, that free markets are self-balancing entities and by unburdening business from the shackles of government interference we can create a meritocracy where a person is only limited by their own talents and ambition.

However this doesn't seem to apply to a world where banks have to be told to not lend their money to people who obviously can't repay it. A similar situation would be if the AMA drafted new rules barring doctors from killing patients.

The big secret? Government works. And it would work much better if we stopped entrusting the levers of power to those who "just want to shrink it down to the size where we can drown it in the bathtub".]]></description>

            <description><![CDATA[ dalas pointed out that Sam Adams' had a poll on his blog to <a href="http://www.surveymonkey.com/s.aspx?sm=jjFtzwXXNTI2NJV1OE5ONA_3d_3d">choose the color of the Flanders Crossing</a>, but now there seems to be no mention of it on his site.

            <title>I Call Shenanigans: Tribune, Willy Week, Bus Project</title>
            <description><![CDATA[The Portland Tribune has a story about the <a href="http://portlandtribune.com/news/story.php?story_id=120760522205375400">vote-rigging</a> of an online poll. The subheading of the story is "Rules broken to gain entry to popular Candidates Gone Wild event", the "rule" seeming to be something about how one person gets one vote, but the only verification is a cookie it's very easy to vote multiple times.

The Tribune got the story wrong. It's not the fake votes that is an issue, it's the use of the online poll itself! The readers figured this out in the article with comments like <b>"Online polls are absurd... Willamette Week should commission a real, live opinion poll, and invite the top contenders."</b> and <b>"It's so easy to fake votes online."</b> and <b>"Clearly, WW should have had a more effective system. At a minimum, a vote that would require an email address, verify the email address, and allow one vote per email."</b>

The Willamette Week and the Bus Project should have enough confidence and pride in their event to just choose who they are inviting, instead of hiding behind an online poll and complaining about people breaking the rules. And the Tribune should call them out on their bullshit instead of running a sensationalist story about rigging votes.]]></description>

            <title>Problems of Going Wild</title>
            <description><![CDATA[ <p><a href="http://www.candidatesgonewild.com/">Candidates Gone Wild</a> is a local Portland political event put on by the Willamette Week and the The Bus Project. Instead of a boring debate the candidates do a little more song and dance, including some cute video projects that show a little bit of what the candidates are like as people. It humanizes the candidates and is also a reminder of who is running.</p>

<p>In the past they've selected which candidates get to attend with their own secret formula, but likely simply based on which candidates are actually viable. This year they appear to have pawned off that duty to the masses by using a voting system. This worked well in the races for Mayor and Commissioner Seat No. 2, because it's clear which candidates are actually running and which are not. (Mayor: Sam Adams and Sho Dozono, Seat #2: Nick Fish and Jim Middaugh.)</p>

<p>But the race for Seat No. 1 is tricky. Early on when we posted about the viable candidates and how the voting seemed to reinforce the border of legitimate candidates and the other people running. Even then Seat #1 showed a close race to make it into the top three, and now the gap between who makes it and who doesn't is just 17 votes, and the number is changing a lot.</p>

<p>It's not that Candidates Gone Wild is a make it or break it event (the last one I attended was made up of mostly candidate supporters and political wonks), but they have a responsibility to present all the viable options. Making an entertaining event doesn't give you a pass on your political responsibilities. And coming from a pulitzer prize winning newspaper and a political activism group they should know better.</p>

<p>I'd be willing to bet money they do the right thing in the end. They can clearly see the same thing I can. The votes are too close, and clearly the people want to hear from more than just three of the candidates.</p>

<p>But just in case I emailed The Bus Project, and I wrote to the candidates, and now I'm posting this here. Because as an undecided voter in that race, I don't want to hear from the three of the candidates with the most MySpace friends, I want to hear from all the viable candidates.</p>]]></description>

            <title>Who Is Viable?</title>
            <description><![CDATA[<p><a href="http://www.candidatesgonewild.com/">Candidates Gone Wild</a> has created a cheat sheet of viable candidates. In order to streamline the event, they are asking people to vote for who they want to see on stage. The results so far show are the same people that I consider the most viable candidates:</p>

<p>Clearly the mayoral race is between Sam and Sho. I'm not sure what the motivations are of the other people running for that office, but they should all know they stand zero chance of winning. Seat #1 is interesting because we see early campaigner Charles Lewis (wasn't he the first to declare he was running?) out of the event by a pretty wide margin. And Seat #2 is exactly where it should be, a battle between Jim and Nick. </p>

<p>This event will probably greatly influence my vote. Sho Dozono only exists as an anti-Sam, and because I'm a firm Sam Adams supporter, I don't have a lot of interest in that race. But Seat #1 I'm leaning slightly towards Chris Smith, but curious about Jeff Bissonnette (I have no interest in Fritz, she scares me). Seat #2 I'm also leaning towards Nick Fish, but I find Jim Middaugh to be intriguing.</p> 

<p>I like that my decision is based partly on a live event. It adds a compelling reason to pay attention.</p> ]]></description>

            <title>Seat Number Two</title>
            <description><![CDATA[ Commissioner Erik Sten's resignation opened up another seat for Portland City Council. This is especially important beacuse the incumbent never loses in Portland, so new people can only get elected to City Council when someone leaves office.<a href="http://www.jimforportland.com/">Jim Middaugh</a>, Sten's former chief of staff, and attorney <a href="http://www.nickfish2008.com">Nick Fish</a> are in the "Most Likely" box.

Nick Fish has run for every open seat since 2002. He lost to Randy Leonard in 2002, and Sam Adams in 2004. Nick Fish didn't run in 2006, because there were no open seats, and only crazy* people run against incumbents in Portland (Ginny Burdick, Dave Lister, Emilie Boyles, Amanda Fritz).

The "Less Likely" candidates are those that can rally some people, but arer running because they are mad at another candidate or overly-focused on a specific issue. 

<a href="http://edforportland.com">Ed Garren</a> has defined his candidacy on rent stabilization, which just isn't the right tactic to convince people you are ready to lead whichever bureau the mayor assigns. 

The "Least Likely" candidates are those that will likely drop out, or have pretty much no impact in the race. It's pretty clear that they aren't expecting to win.

<b>Harold C. Williams Too</b> doesn't have a website, and stated his reason for filing was "Basically, just to inject some new energy".
<b>Fred Stewart</b> also doesn't have a website and appears to be making no effort to raise his profile.
<a href="http://popenukisportland.com">Nick Popenuk</a> started out running for Mayor, and on his website under <i>Why Nick?</i> it states: This page is under construction.

The <a href="http://blogtown.portlandmercury.com/election_2008/">Portland Mercury</a> is the de facto source on getting to know the candidates, but unfortunately they have decided to treat all the candidates equally, which means you'll hear from the irrelevant (but possibly more entertaining) crazies** as much as the legitimate candiates.

Also, here is <a href="http://www.k5m.org/uhx/2008.pdf">a PDF</a> of everyone I think is currently in the race. It keeps changing, but you can print it out and cross the people off as they drop out.

            <description><![CDATA[<p>Oregon <a href="http://landru.leg.state.or.us/07reg/measures/hb2500.dir/hb2567.en.html">state law</a> only allows studded tires from November to April. Leaving the studded tires on your vehicle after April is a Class C violation and carries a $145 fine.</p>

<p style="float: right; width: 200px; margin: 0 0 10px 10px; background-color: #ddd; padding: 10px; border: 1px solid #666;">Ice is the only condition that studded tires assist with. They actually reduce the stopping ability of vehicles under wet conditions, and they wear out the roads creating less traction and more danger for everyone else. <br><br>Minnesota and Michigan have completly banned studded tires. A study by Washington State Dept. of Transportation estimated that at least $18.2 million in damage has been caused by studded tires. (<a href="http://www.wsdot.wa.gov/biz/mats/pavement/PavementsStuddedTiresFinalv2.pdf">pdf</a>)</p>

<p>I called the ODOT Citizens' Representative Office in Salem and asked if there was some way to report violations. I was told that, unfortunatley, there is no procedure for reporting violations. And people are only ticketed if they are pulled over for another offense and the officer notices the tires.</p>

<p>Apathy of enforcement creates apathy about government. Clearly the police and state troopers of Oregon can't vigilantly pursue violatons of traction tires, but when citizens are given the opportunity to be involved it allows government to create a legion of volunteers. For example, Portland's Transportation Bureau allows you to call in parking violations (503-823-5644) and leave a report about blocked sidewalks and <a href="http://www.portlandonline.com/transportation/index.cfm?c=34793&a=59926">other violations</a>. (Or course it only works during business hours, after which you need to call the Portland Police non-emergency number: 503-823-3333.) There is also the Pothole Hotline, 503-823-BUMP.</p>

<p>Citizen involvement should be more rewarding. And nothing is more rewarding than the XBOX 360's <a href="http://en.wikipedia.org/wiki/Xbox_Live#Gamerscore">system of achievement points</a>. I think you can probably see where I'm headed with this. :) Yes, I'm talking about a Citizen Leaderboard that tracks how many potholes you reported, how many parking violations you called in, and how many people you've reported for studded tires after April. Imagine teams of people getting together on the weekend to search out parking violations in order to up their score!</p>]]></description>

            <title>Can You Quit If You Were Never In The Race?</title>
            <description><![CDATA[While it was clear he was never going to win, mayoral candidate Vladislav Davidzon withdrew from the race <a href="http://blogtown.portlandmercury.com/2008/02/another_candidate_bites_the_du.php">stating</a>, "It has become clear that I cannot financially compete with the two front runners without taking donations from business interests, something I refuse to do."

This is a direct contrast to Slav's website where he states under the headline <i><a href="http://www.slav4pdx.com/site/why-i-am-running/">Why I am Running</a></i>: "I believe that when others fail to stand up, it is my responsibility to do so; and I believe that there are fights worth fighting even when the odds are stacked against me."

So once the odds are actually stacked against him, he quits? I don't want to rip on the guy too much, but I wish we could an honest, "Running for mayor was a lot more difficult than I thought it was going to be, and I don't want to put so much effort into something I can never win."

PS: Is there a template for withdrawing from a race in Microsoft Word? Why do they always talk about how they are going to keep going? "This is only the beginning, not the end," says Vladislav. Well, actually, it is the end because you just quit the race. ]]></description>

            <title>Role of the Citizen</title>
            <description><![CDATA[ Civics? What is that, like social studies? Well, yeah, kind of. <i>Civics is the study of citizenship and government with particular attention given to the role of citizens in the operation and oversight of government</i> (<a href="http://en.wikipedia.org/wiki/Civics">wikipedia</a>). The part I like about that definition is the "role of citizens in the operation ... of government". I've always thought that government is the job of the politicians. We give them money and vote for them so they can make the smart decisions and we can work on our own stuff. They are the experts, and if they screw up, we vote for someone else. But obviously it's more complicated than that.

As citizens we should be involved. We have an important role, and we get to define what it is. Not everyone has to knock on doors and volunteer for causes. In many cases it's just being educated about elections and issues. Checking out how the OLCV rates the candidates or reading the UHX threads about politics. I'm not sure what changed, but at some point politics went from being something complicated and boring to being interesting and fun.

So this is the Civics blog. It's like a politics blog, but much wider in scope and more about what we as non-politicians should and can do. I have a special interest in the local Portland City Council races, and I'll be posting some graphics and theories about that. Maybe try and get some of the candidates to answer a few questions or make us some promises. I'm excited to find out what my role is in the operation and oversight of government.</p>]]></description>
